New What do you think we should do in Mexico to improve innovation and avoid scientifics drain?

Mexican scientific authorities only accept a handful of Mexican journals as refereed and the list turn smaller every year. Also, they are looking to repatriate Mexican scientists that are residing in other countries to improve Mexican innovation, but there isn't a base of scientific journals to publish or enough incentives to get back, so, how do they think that with these limitations we are going to innovate successful.

Yes I agree with you Paola. After all even institutional LMS or VLE in educational institutions in developing countries may not be the right solution so as MOOC. As you said, why adopt? Technology may not be the answer in this case. I am just thinking aloud because technology adoption even in HE institutions in developed countries are still in limbo. Though they may have varying factors.

Hey Matthew, You need to take special considerations for developing nations: 1. the people on the ground may not be well versed with technology 2.cost implication of any system Case Example Kenya: We have the national social security fund-but still not everyone has this usually because people get it when they are employed and unemployment rate is at 40%..so what the government is trying to enforce now is the registration of mobile phone numbers...since many people have access to mobile phones now. At ampath the defaulter tracers identify the patients using GPS coordinates of the home of the patient..while this may work it does not apply everywhere especially where the pastoral communities are involved
