Dear Binod, I fear your feeling about the poor linkage between training and productivity is not confined to the public sector. Also other sectors have problems in linking productivity to staff development. Unless you actively start managing your employees' skills aimed towards productivity like an asset, or you will have trouble overcoming this gap. Training effectiveness is best measured in the field: Employees doing a new thing or do familiar things more productive - these are the ultimate metrics you can strive for. Training attendance and other factors are only a means to an end but not the end itself. Hope this helps. Stefan

It is very nice to notice, that this field of study is starting to expand; and I do think that it is because many entrepreneurial teams (ET`s) are performing better than "lone heroes". Maybe we should also remember that several of the biggest companies of the world have started as family companies: and family is also some kind of a team. But basically my first subject of interest is: ”what happens, (or should happen), before something really starts to happen”. By that I mean the prerequisites, what is needed, before certain people establish a firm, and start to perform more officially. Is there anything we could or should do - with the means and tools of education - to find, train and eventually pair suitable persons, for team entrepreneurship

I have advised a graduate student who has developed a good instrument for the measurement of learning strategies at the team level. I am copying part of its abstract: "Little is known about the mechanisms by which teams learn. The development of empirical studies about this subject depends directly on the construction of valid measures, capable of investigating the phenomenon of interest. Its approach must be consistent. This work systematized what has been produced on the mechanisms by which teams learn, outlines important theoretical and methodological issues and aims to construct a valid measure of team learning strategies. To assess this construct, it was developed and validated an instrument. The study sample was composed of 372 workers, components of 102 teams in a public organization of the judiciary sector. The results of psychometric validation of the team learning strategies scale appointed a two-factor solution with satisfactory reliability indexes. The first factor, Local Learning Strategies, was composed of 20 items (Cronbach's alpha = 0.97). The second, Distal Learning Strategies, was composed of 10 items (Cronbach's alpha = 0.94). Indicators that justified the validity of the scale to measure a phenomenon of the team level were obtained. It was concluded that this scale is a valid tool for assessing team learning strategies." The items were originally developed and validated against multiple personality inventories given to the Eugene-Springfield subject pool. Between 4 entities there are 6 relationships, not one. So this one is hard to answer. But your question seem so be: Does CET inevitably lead to weaker organizational commitment? - Here I'd say no. A psychological contract is needed for this to happen. IF my employer invests in me via CET and makes me feel privileged, makes it a matter of trusting in me to pay him back later somehow, he can most probably "buy" some of my commitment. - Does this make sense to you?

What your explanation points implicitly to, I assume, that development of insights and action outcomes of organizational learning by which agents are able to predict (even if incorrectly) future course or directions of work related benefits are much driven by trust-authenticity-learning cycle. In that, if the agents do not trust their hierarchies (senior managers), they posit some intrinsic non-dependence. For (see Determinants of organizational performance; Michael H. McGivern & Stephen J. Tvorik, Management Decision, vol. 35, Iss.06, pp417-435), where, the authors mention about the various aspects of economic contribution to firm profitability which determines organizations' performance, and where, learning is a process of improving employees' own actions through better knowledge and systems. If managements come up with positive learning atmosphere, trust comes following such and there occur interdependency between the management and its staff. Here, they (both the management and their agents) thrive to built trust and the agents learn to trust their superiors. This trust gesticulate the desire for anticipating future incentives and enticements much reciprocally the same for management as they master the skill of people management under cluster settings. While Miller's view is correct in that respect that the reward for performance is intended for positive reinforcement, where, the design of reward is much based on the nature of performance which the management desire from its agents, and learning here institutes confidence on the part of the agents to perform better, if I am not incorrect .
