    Hi Noel, well put. I think that President Bill Clinton tried to make the same connection in the case of rebuilding Haiti but his like other sound messages and voices may be lost in the "background noise". I am trying to highlight these in my posts which are archived. Here are few examples including a recent uproar about the troubled Attawapiskat reserve in Northern Ontario. Now the Attawapiskat First Nations Reserve may not be sustainable using urban approach to development most politicians are familiar with:

    Thank you Noelle for your post. Do you think that the "government-community-educational partnership" model could work in Haiti and other devastated areas? Many First Nations Reserves should be declared to be "emergency areas"!
