But usually we make regulations on the historical part of the city, leaving the other parts free. That means we have a controlled part of the city, responding to some historical or design regulations, and the other parts, the sprawl etc. is untouchable. We will also try to form some rules for outside of the historical part and for the nocturnal scotopic interpretation of colours. Do you think it is the right way?
