      Sorry, I did not read your full question - you wanted a Matlab toolbox. MNE is partially command line (Linux and Mac), and partially Matlab. You might be able to do most tasks with their Matlab

      I am not sure how reliable is the technology for non-contact electrodes, especially if you understand the neurophysiology of eeg and NIRS

      In my understanding, dependent means that the BCI does require some control over peripheral nerves and muscles (e.g., eye gaze control), whether independent BCI solely rely on brain activity.
