Bu çalışmada e-devlet ile e-belediye kavramları ele alınmakta ve büyük şehirlere göre finansal ve insan kaynakları kısıtlı olan Bilecik Belediyesi’nin web sitesi ve e-belediye uygulamaları incelenmektedirToday, information and communication technologies, particularly computers and the Internet, have become an important part of modern societies and affected almost every area of daily life. [show abstract][hide abstract] ABSTRACT: In recent years, computers and the Internet have become an important part of modern societies. These technologies have influenced almost all aspects of daily life; from education to communication, from entertainment to business. Along with the spread of the Internet use, the acceptance of online shopping has been growing, especially in the developed parts of the world. However, electronic commerce is still in its infancy in developing countries. In this study, the author explored positive attitudes of undergraduate students toward online shopping and examined the association between positive attitudes of undergraduate students toward online shopping and their demographics variables: gender, age and income. And attitudes of online shoppers and non-online shoppers toward online shopping were compared. Participants of this study were undergraduate business students in a public university in Turkey. A paper-based questionnaire was used containing five-point Likert type scale to explore students’ attitudes toward online shopping. A total of 314 students voluntarily participated to the study. It is found that in general participants have positive attitudes toward online shopping. Online shoppers have more positive attitudes than non-online shoppers. Generally male students have more positive attitudes toward online shopping than female counterparts. There is a positive correlation between income level and positive attitude toward online shopping; as monthly family income increases, participants have more positive attitudes toward online shopping.
[show abstract][hide abstract] ABSTRACT: Over the past few decades, information and communication technologies (ICTs) have dramatically transformed the societies and the economies around the world. Today ICTs have become an essential part of the modern culture and cover almost all aspects of life. With advanced ICTs, especially the Internet, the world has become like a global village. As a result of advances in information technologies, the knowledge gaps have started to be apparent between people, organizations, and countries. Although developed countries enjoy the benefits of ICTs in almost all areas of life, developing countries do not benefit enough from these technologies. There are significant differences between developed and developing countries in terms of accessing and using the ICTs. That is defined as the global digital divide. There are also different types of the digital divide within a country, such as the gender digital divide, the age digital divide and the income digital divide. The main aim of this paper is to explore the digital divide in enterprises in a developing country, Turkey, by using ICT Usage Survey in Enterprises, carried out by Turkish Statistical Institute (TurkStat).
[show abstract][hide abstract] ABSTRACT: Information and communication technologies (ICTs) have been rapidly developed in the recent decades. Nowadays, computers and the Internet have become an essential part of the modern societies. The Internet has created a new medium for communication, education, entertainment and commerce. Today, many businesses depend on computers and the Internet for their daily operations. ICTs, computers and the Internet in particular, have significantly transformed the way business is conducted. These technological advances have also affected small and medium-sized enterprises (SMEs) in many sectors and handicraft industry is one of them. It is challenging for most small businesses to adopt ICTs with lack of financial and human resources, especially in developing countries. In this study, e-commerce use in a small business for marketing meerschaum products is examined by a single case study.
[show abstract][hide abstract] ABSTRACT: The rapid development and diffusion of the information and communication technologies (ICTs) have fundamentally changed many aspects of life and societies around the world. ICTs, especially the Internet, have affected the way we all live, communicate, work, study, and socialize in many ways. Today, ICTs have become an integral part of the developed countries. ICTs have the potential to support economic growth, to provide opportunities, and to increase democracy in developing countries. Yet, many developing countries have not been able to take advantages of the opportunities offered by ICTs. There are significant differences between developed and developing countries in terms of accessing and using the ICTs. That is defined as global digital divide. There are also different types of digital divide within a country, such as the gender divide, the age divide and the income divide. The main aim of this paper is to explore the digital divide in a developing country, Turkey, and to highlight some approaches to bridge it.

[show abstract][hide abstract] ABSTRACT: In recent years, computers and the Internet have become an integral part of the societies. The Internet has created a new medium for communication and commerce for the businesses. Today, it is hard to imagine a business working without using a computer. These technological advances have also largely affected small and medium-sized enterprises (SMEs). While large companies have been quick to adopt information and communication technologies, SMEs have been slow to adopt these technologies in general for various reasons, especially in developing countries. The main purpose of this present study is to explore the factors affecting the adoption of e-commerce by small businesses. To attain this purpose a case study was conducted in a small hotel, using the website to keep up with customer expectations and competition. Although having a website is critically important and it provides some benefits for the hotel, in order to become successful in e-commerce, it just is not enough. Conclusions and suggestions derived from this study will provide a meaningful contribution to the understanding of e-commerce adoption in small businesses.
[show abstract][hide abstract] ABSTRACT: The widespread use of computers and the Internet has provided many advantages to everyday life, but also created new opportunities for unethical and illegal acts such as software piracy. The Business Software Alliance (BSA) and International Data Corporation (IDC) estimated that worldwide software piracy rate went up to 41 percent in 2008 and worldwide losses to software vendors due to software piracy totaled more than $50 billion in 2008 (BSA and IDC, 2009). Besides being an economic problem, software piracy is also an ethical issue, especially in academic settings. The evidences from numerous studies suggest that many undergraduate students consider software piracy and other unethical use of information technologies as an acceptable behavior. The main purpose of the present study is to investigate the relationships between the demographic characteristics of freshman students and their attitudes towards software piracy. Data were obtained from a survey sample of 125 students in the Department of Business Administration at a public university in Turkey. The study found that overall attitudes of freshman students towards software piracy are close to neutral position on the Likert scale. The results of the regression analysis showed that monthly family income and duration of Internet usage in a week affected attitudes of freshman students towards software piracy, but to a lower extent.
[show abstract][hide abstract] ABSTRACT: Computers are changing almost everything in our personal and social life: from communication to education, from business to entertainment. These changes create some ethical issues which we were not anticipated. In particular, the easy of accessing, downloading, changing and transmitting information provided by computers and the Internet have made unethical behaviors easier for students. The purpose of this study is to investigate factors affecting attitudes of future managers and employees toward ethical use of computers. Data were obtained from a survey sample of 245 students in the Department of Business Administration at a public university in Turkey. The study findings have shown that gender, age and weekly computer usage time significantly affected students’ attitudes toward ethical use of computers. The results suggest that female students are more sensitive than male students concerning to unethical use of computers. It is found that sensitivity to ethical issues in computer use rises as age increase. The results also revealed that students who use computers more are more likely to show unethical computer usage behavior.
[show abstract][hide abstract] ABSTRACT: Computers and Internet have become a part of our life. Our dependence on these technologies has been continuously and rapidly increasing. Computers and Internet use also has become a necessity for instructional purposes in academic environments. Although the widespread use of computers and Internet has many benefits for almost everyone, it has also increased the use of these technologies for illegal purposes or unethical activities such as piracy and privacy invasion. Taking these issues into consideration, the main purpose of this study is to explore freshman students’ attitudes toward several issues of computer ethics. This study was conducted using a survey method and data were collected among freshman students in the Department of Business Administration at a public university in Turkey. Hypotheses were tested for investigating whether age, gender and duration of computer usage in a week have a significant impact on freshman students’ ethical judgments regarding computer and Internet usage.
[show abstract][hide abstract] ABSTRACT: In this study, we have analyzed the relationship between sexual harassment and the ethical climate in healthcare settings. From two Turkish hospitals, 215 nurses have participated in this survey. Findings of this research show that about thirty-five percent of the nurses are victim of sexual harassment. Harassers are both from the inside of the hospitals (like supervisors and co-workers) and outside of the hospitals (like patients and relatives of the patients). Analyses show that low caring ethical climate and high instrumental ethical climate seem to have some negative impacts on sexual harassment behaviors. Consequently, it is necessary and beneficial that management of these hospitals should support caring and respectful relationships among the stakeholders and take the necessary measurements to stop the harmful consequences.
