    ABSTRACT: The current growth of agile software development project (ASDP) continues to be more significant in the software industry. Project managers have important role to play in ensuring success of project. The success of a project depends on the competency of the project manager. Realizing on the lack of research on the project manager competency in ASDP such skill, knowledge, personal attribute and behavior. This research had taken initiatives in introducing; skill, knowledge, personal attribute and behavior that is needed by a project manager in ASDP. This paper contributes the relevant theory by developing taxonomy of the agile project manager’s competency. Practitioners can use this taxonomy as a sensitizing device that will help project manager.

    ABSTRACT: The past few years have witnessed dynamic changes in the field of software project management. These provided evidence of the strength of agile methodologies as a strategy that can speed up the development of rhythms and growth of innovation. Managing a project involves a complexity of requirements and developmental processes. This provides challenges to the project manager as he is accountable for the failure of a completed project. As such he is required to tackle any problems by adopting agile methodology during the development process. In Malaysia there is little research done to examine the behavior of the agile project manager. This study aims to analyze the behavior when project managers adopt agile in managing the development projects. Moreover, a review of the relevant literature has helped in developing an understanding of the agile project manager’s behavior as this is necessary for them to become more agile inside development projects. For that reason, this paper has identified seven behaviors that the manager needs to adopt during software development process. These include Leadership, Openness, Results Orientation, Ethics, Communication, Strategic and Creative and Innovative. This paper contributes to the relevant theory by developing taxonomy of the agile project manager’s behavior. Practitioners can use this taxonomy as a sensitizing device that helps the manager to consider behavior that promotes success of their projects. This is important to ensure an increase productivity and profitability, which are the business strategies of software development projects.

    ABSTRACT: The worsening condition of floods in Malaysia, in terms of frequency and impact, calls for improvement in all aspects of flood management. Improvement on the governance of information and information related technology prevalent to flood could promote better planning and decision making in alleviating the problems arising from the disaster. This article seeks to propose a look into COBIT as an approach to address the issues related to flood management. The COBIT framework, which has been widely accepted and used in business enterprises, can be adapted to govern natural disaster management projects by having well-defined governance over processes, the required information and related information technology. A qualitative field study is employed in the identification of challenges of managing information and information related technology in flood management. The COBIT structure is used as a reference in identifying components necessary in a flood management governance framework. In doing so, a flood cycle is first established: Process and activities involved in flood management are sequenced into phases which reflect a flood cycle. Then, goals for each of the phases in the lifecycle are set. A general structure comprising of roles and enablers to govern the cycle is then outlined. As a result, this paper proposed a high level governance framework which focused on the information and information related technology whilst considering the collaborative environment in the effort of managing flood. An application of COBIT, its principles and processes to govern flood management projects is discussed within the context of flood disaster in Malaysia.

    ABSTRACT: With rapid changes in technology and increased competition in the global and domestic business levels, cost management becomes a significant main activity in contributing profits in the corporate world, especially in the software development projects. Increasingly complex activities and processes in software development project today, making the cost management activities more sensitive and challenging. Currently, cost management activities in the context of software development project are using a conventional approach which comprises of identifying the resources, estimating, budgeting and controlling the costs. This paper is trying to look into the Islamic aspect in management of cost through the Islamic principles such as the concept of trusts, moderation (wasatiah), transparency and fairness prevail in cost management activities, particularly in the development of software projects. In order to develop the model, a thorough literature review will be done through document analysis. Finally, this study will develop a conceptual model for cost management activities in software development based on the four principles mentioned. Intently, with the development of the model, it can be a guideline to project managers in preparing effective and transparent cost management that based on Islamic principles.

    ABSTRACT: Global distributed software development or Global Software Development (GSD) has now become the trend for software companies to develop their product in order to cater demands from the global markets. At the same time, in order to fulfil this global demand, Agile method is used to develop the software because it is able to produce quality software and at the same time deliver it faster. Little is known on the decision that drives software firm or organization to embark for Agile Global Software Development (AGSD). The method used in this study is a web-based survey distributed to practitioners around the globe who have experienced in AGSD project. The result from the web-survey shows that the top important drivers for AGSD relates to the Agile Principles and the rest of drivers relates to global business perspectives.

    ABSTRACT: Ineffective cost management in software development causes project over budget and strongly contributed to project failure. Due to that, it is important to look at the success determinants that help software development community to have better cost management of the project. This paper identifies the success determinants in agile based software development project. The online survey is used in order to collect data from the respondents which involve in the cost management process in the company in Malaysia. This study used Rasch Measurement Model to analyze the result. Preliminary findings show a small number of respondents and the respondents are not representing the sampling unit becomes a problem to generalize the result. As a result, this study provides very low item reliability and person reliability is acceptable. Therefore, more feedback from respondent is needed in order to increase the item and person reliability

    ABSTRACT: Cost management is seen quite easy to manage, especially in agile software development projects. With the principle everything will be fixed, the process to manage cost become simpler. By fixing the time, cost and requirements will help project managers concentrate to the development process. A competency is the set of behavioral patterns that can measure a project manager’s skills to perform his task and functions with the incumbent needs to bring to a position in order to perform its tasks and functions with competence. The project manager competency includes providing the valuable knowledge, attitudes, skills and behavior that an individual needs to acquire to deliver superior performance. This paper aimed to investigate the competency level of project managers in practicing cost management in agile software development projects. The survey has been carried out in order to collect the data. The Rasch Measurement Model was used to analyze the data. Rasch model tabulates the IP; person and a given task; the items, on a distribution map (PIDM) on a common ability scale termed logit which gives a more encompassing overview of the project managers achievement on a linear scale for measurement.The findings show most of project managers were competent to practice cost management in agile software development projects. In conclusion, most of the project managers in this study located above mean person which indicated that they are have high ability to practice the cost management in agile software development projects.

    ABSTRACT: Micro sourcing to generate income is an economic initiative that offers opportunities to people outside the traditional workforce and those with low household income level. Under Digital Malaysia, micro sourcing industry has been identified as a potential industry to uplift the income of the population in the bottom 40 percent household income (B40). The B40 in Malaysia is defined as household income level of less than RM 2,300 per month. The huge potential impacts of micro sourcing industry provide motivation for this research. Thus, the objective of the paper is to develop a full awareness of the situation through Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis in helping with both strategic planning and decision-making. A workshop was held to gather information from stakeholders and to discuss on the internal Strength and Weakness and the external Opportunity and Threat of micro sourcing. The findings from the SWOT analysis will provide perspective, and will reveal connections and areas for action. The analysis will also build on the strengths, minimize the weaknesses, seize opportunities and counteracts threats.

    ABSTRACT: Malaysia is fostering a digital ecosystem through several initiatives with intention to create itself as developed digital economy country as well as uplifting household income of each family by 2020. Micro sourcing is one of the industries that can strongly support the country into this direction which it able to facilitate income generation among the poor. The poor which resides at the bottom 40 percentage of the population in terms of household income per capita can generate extra income by becoming as a micro worker. In this study, we formulated a cohesive digital ecosystem of existing micro sourcing business process that combined with existing ICT and government's digital initiatives. We identified some vital technologies that appropriate to the B40 level of knowledge and affordability. The ecosystem is expected to facilitate the responsible agencies to identify initial action plans to strengthen the micro sourcing implementation throughout the country.

    ABSTRACT: Micro sourcing is the act of outsourcing small or micro task to the crowd. During recent years, commercial micro sourcing has become a successful business model. Micro sourcing initiative in Malaysia is still nascent. The implementation is targeted to B40 group; those with low income household. This study is attempted to identify the critical success factor of micro sourcing initiative on the industry level and to identify the weights of each critical success factors in order to determine the priority of each of them. Interview has been conducted with Micro sourcing to Generate Income for the B40 committee member. Analytic hierarchy process (AHP) was used to set critical success factors priority. Results show the reputation system, the ease of use of technology and provide training to the micro workers as the most imperative critical success factors related with success of micro sourcing in Malaysia. In the future, this study should involve the participation from stakeholders such as micro workers, platform owner and organizations.

    ABSTRACT: One of the crucial matters in software development is to what extent users can satisfy with the interfaces and functions provided. In order to measure whether the users are satisfied to use the software or tools, we need to evaluate the product before handover to the customer. However, the tools or instrument to be chosen to evaluate the product is still unresolved. In this paper, Software Usability Measurement Inventory (SUMI) is used to evaluate a tool for cost estimate called WebCost. WebCost is the stand alone application that developed by using Java programming language. A set of questions that adopted from SUMI instrument was used. The result shows WebCost provides easier interfaces and produces accurate cost estimation results.

    ABSTRACT: Information Communication Technology (ICT) Outsourcing provides an effective ways to cut cost and improve efficiency in ICT services. However, the strategy could invite some risks including information security risk. Therefore, fundamental concepts of information security requirements such as confidentiality, integrity and availability for information assets involved in ICT outsourcing cycle need to be identified extensively to ensure these information assets are secure from security risks. Hence, the main objective of this research is to conduct an empirical study on relationship between information assets confidentiality and availability in ICT outsourcing. Questionnaires were distributed to 300 private companies from various industry and government agencies in Malaysia for the study. Findings reveal that the higher the confidentiality level, the higher the availability level of the information assets. However, the findings revealed dissimilar relationship strength between confidentiality and availability of information assets in ICT outsourcing phases. Strong positive relationship exists between confidentiality and availability in Selection of Service Provider and On-going Monitoring phase. But, moderate positive relationship exists in Analysis of Decision to Outsource and Contract Management phases. Based from these findings, organization could improve their plan and practices in managing information assets and to urgently address information security risks in ICT outsourcing project implementation.

    ABSTRACT: An institution which provides e-education system is central to its ability to gain competitive advantage. High performance of e-education system will increase the organizational value in general and to ensure that, performance review is essential. The purpose of this study is to review the performance e-education system in Malaysia by using an appropriate framework as a basis. The objectives are inclusive of measuring the success and effectiveness of the implemented e-education system. Quantitative and qualitative method is use in this study to assess the implemented e-education system. This study had shown the implementation performance of e-education system with 75% rate of success and effectiveness. It is also concluded that the positive result gained from the survey is supporting the IS continuance which is very important variable in evaluating the e-education system.

    ABSTRACT: Software development project is one of the important areas in software engineering. Many researches have been conducted and looked into issues in software development project such as methodology used, costing, challenges, type of project and many more. However, the most crucial issues in software development project are costing. Moreover, current trend in software development project is adopting agile as methodology. Therefore, this paper aimed to discuss success factors that influence in traditional and agile cost estimation process for software development project. Literature survey is carried out from the past researches. Then, this paper presents the success factors that bring to the successful of traditional and agile cost estimation in software development project. Realisation these factors will help software development communities contribute positively to the success of traditional or agile cost estimation process in software development project.
