  • Article: Low-cost port competitiveness index: Implementation in the Spanish port system

    ABSTRACT: Spanish Port Authorities currently face a wide range of complexities in their decision-making processes, as they have to satisfy several port management objectives that may conflict with one another. This paper examines these circumstances by using decision theory methodology with multiple objectives, which, through the Promethee method, makes the design of an index possible. This index combines different decision factors that shape the competitiveness of a port to rank the Spanish Port Authorities. This ranking serves as an alternative to the traditional ranking system by easily providing more information about port traffic. The Promethee method was chosen because it is reliable, the outcomes are easy for decision makers to understand and the parameters can be economically interpreted. To account for any subjectivity in the measures for different criteria, we developed three survey campaigns aimed at the following groups: members of the port community, Port Authority managers and academic researchers.

    Article: Economic analysis of the Spanish port sector reform during the 1990s

    ABSTRACT: In the matter of port legislation, the nineties was a period of maximum interest in Spain. Two laws enacted in 1992 and 1997, respectively, aimed at increasing the autonomy of individual ports in the management and organization of its activities. Before 1992 two different models of management coexisted in the Spanish port system: autonomous decision-making ports and ports controlled in its decision-making by the Central Government. The question we address in this paper is how these legislative changes have affected the evolution of the levels of traffic of the Spanish port system from 1992, date of introduction of the first law, to 2003, date of approval of a third legislative change that remains out of this analysis for lack of sufficient data. We find an important impact of legislative changes on port traffic by way of an estimated econometric model over the 1966-2003 period. We control for the effect of other variables that might have influenced Spanish maritime traffic such as international maritime flows, taken as a proxy of globalization, or gross domestic product, under the hypothesis that maritime transport is a demand derived of economic activity. We provide evidence supporting that greater port autonomy had beneficial effects for the Spanish port system as a whole.

  • Article: Una Introducción al Análisis del Tráfico de Contenedores mediante los Vectores Autoregresivos

    ABSTRACT: Los sistemas de organización hub-and-spoke se están imponiendo en el transporte marítimo debido a la tendencia a construir buques portacontenedores cada vez mayores, que sólo se pueden rentabilizar si se minimiza su tiempo de inactividad, para lo cual se debe reducir su número de escalas a los puertos hubs. Pero los sistemas hub-and-spoke se repiten constantemente no sólo en el transporte marítimo, sino también en el aéreo y en el terrestre. Por ello, se hace necesario encontrar fórmulas metodológicas que nos permiten abordar su estudio de forma común. En este paper abordamos uno de esos posibles enfoques comunes desde el análisis econométrico de las series temporales mediante los modelos SVAR (Structural Vector Autorregresions) con restricciones a largo plazo (Long-run Restrictions).

    ABSTRACT: Over the nineties, several changes on Port legislation where implemented in Spain. The legislation was aimed at providing port authorities with greater autonomy in some areas. In this paper we analyze the impact of the reforms on merchandise trading. We try to ascertain the impact of the reforms on total merchandise trade series for Spain, by making use of unobserved components models and transfer function models.
