ABSTRACT: This paper concerns the ethical decisions made by soldiers when they have a legitimate mission to perform but chose to perform that mission when there is a significant financial advantage to them. This paper also discusses those commanders and command sergeants major at brigade and higher levels who have subordinate units in the combat zone and when these senior leaders chose to visit those units and what is the purpose of the visit.

ABSTRACT: While most of the impacts of the Base Realignment and Closure (BRAC) announcements have been positive and will continue to have a positive affects on the Army, there is at least one instance where the opposite may be true. The BRAC announcement released on 13 May 2005 had Walter Reed Army Medical Center (WRAMC) scheduled to be closed in September 2011 and a new Walter Reed National Military Medical Center (WRNMMC) would be constructed in Bethesda, Maryland, the current location of the National Naval Medical Center. This proposal falls in line with the current transformation of military medical facilities which will be jointly operated and staffed by medical personnel from the Navy, Air Force, and Army. The BRAC Committee approved plans for the WRNMMC on 25 August 2005. The transition into the new facility will be in stages to provide quality care for all of the patients currently being treated at WRAMC; these patients include active duty service members and their families as well as retirees. This process might have taken place as a smooth and seamless transition if the nation had not been at war and the facilities at WRAMC stretched to the breaking point and the facilities at WRAMC slated for closure.
