  Die intensive Zusammenarbeit von Mitarbeitenden innerhalb von Unternehmen über Abteilungsgrenzen hinweg und im Rahmen der Wertschöpfungskette zwischen Unternehmen ist schon lange Realität.Die intensive Zusammenarbeit von Mitarbeitenden innerhalb von Unternehmen über Abteilungsgrenzen hinweg und im Rahmen der Wertschöpfungskette zwischen Unternehmen ist schon lange Realität. Unterstützt wird diese Zusammenarbeit durch verschiedenste IT-Systeme und –Tools, die den Führungskräften erlauben, Aufgaben abteilungs- und organisationsübergreifend zu koordinieren und die den Mitarbeitenden ermöglicht, an Leistungserstellungsprozessen gemeinsam zu wirken, ohne dass reale Treffen notwendig sind und ohne dass unnötige Medienbrüche zustande kommen. Die öffentliche Verwaltung in der Schweiz hat die Thematik einer gemeinsamen Leistungserstellung seit kurzem aufgegriffen und realisiert in Pilotprojekten unterschiedlichste Vorhaben im Bereich der so genannten Electronic Collaboration (E-Collaboration). Da E-Collaboration in der öffentlichen Verwaltung in der Schweiz bislang noch wenig verbreitet ist, soll die Studie Aufschluss darüber geben, warum es für öffentliche Verwaltungen empfehlenswert wäre, sich diesem Thema verstärkt zu widmen. Darüber hinaus will die Studie eine Beitrag dazu leisten, dass E-Collaboration nicht nur als der Einsatz von E-Mail und die Digitalisierung bestehender Kommunikations- und Transaktionsprozesse verstanden wird. Es soll vielmehr einen Schritt hin zu einem neuen Verständnis der Erbringung staatlicher Dienstleistungen im Rahmen eines Netzwerks öffentlicher Institutionen verkörpern. Dieser Bericht entstand im Rahmen einer langjährigen Zusammenarbeit des Instituts für Öffentliche Dienstleistungen und Tourismus der Universität St. Gallen (IDT-HSG) mit der Abraxas Informatik AG. Diese Zusammenarbeit umfasst die Bearbeitung neuer Themen im Bereich des Electronic Government, wozu auch das Thema Electronic Collaboration in der Schweiz zählt.

Either from an intra- or cross-organisational point of view spanning processes across multiple authorities leads to a collaboration of autonomous units under consideration of law and regulations. Despite the organisational dimension current approaches are mainly technical solutions – e.g. interoperability frameworks. Within this paper we present an integrated approach which incorporates organisational aspects of the public sector and which supports the correspondent implementation of solutions for cross-organisational e-Government by adopting Model-Driven-Development practices.

Agencies are forced to accomplish more tasks with fewer resources and are therefore hesitant to innovate without knowing the consequences. Our assumption is that diffusion of innovative e-Government practices takes place incrementally through a complex network of formal and informal relationships across agencies. Public managers use a variety of information sources for decision-making (Kraemer and Danziger, 1993). This is especially true for the local level where many different actors have an impact on the decision to implement e-Government innovations (Gil-Garcia and Martinez-Moyano, 2007). As a result, studies have shown that the diffusion of e-Government practices in the public sector spreads incrementally on the local level (West, 2005). Individual municipal governments often lack the infrastructure and resources needed in order to realize e-Government innovations and our hypothesis is that they turn to their peers for informal advice. So far, there is little evidence on how ICT is diffusing from innovators to late adopters within the complex system of federal, state and local government. To understand how these diffusion processes occur, we are using a social network approach to understand the informal information-sharing network among municipal CIOs in Switzerland that might help public managers to learn about best practices of their neighboring municipalities. In our initial data collection, we included 85 municipalities of one Swiss canton. We administered an online questionnaire, asking the municipal CIOs to indicate their informal information sharing approaches when it comes to ICT and best practices of e-Government solutions. In addition, we also collected information about the inter-agency interactions between the municipalities and the cantonal (state) agencies, to understand how formal, top-down information is spread through the system and might effect the municipal decision making when it comes to e-Government practices. The first results show a tight-knit - although sporadically used - network of information sharing between municipal CIOs to exchange best practices information, as well as a hubspoke network highlighting a hierarchy of attention towards those agencies considered as high performers.

Im Rahmen des eGov-Monday 2006 nannten Vertreter aus Politik und Forschung in einem Roundtable-Gespräch Defizite, die nicht zuletzt das internationale Renommee der Schweiz im Bereich E-Government trüben. Unzulängliche politische Unterstützung und fehlender Leidensdruck in der öffentlichen Verwaltung sind demnach grosse Hemmschwellen für die weitergehende Verbreitung des Themas E-Government.

With the changing role of the state new actors emerge and with them new modes of governance. Multi-Level Gov-ernance is no longer limited to federal states including numerous actors on institutional, managerial, and technical levels of governance with a high need for interaction. Political decisions made within policy-making processes are thus based on interactivity. Even though interaction is crucial for the concept of multi-level governance, it cannot be taken as granted among decision makers. Specific capabilities have to be developed from the beginning of the policy-making process in order to make interaction between multiple levels possible and decision-making successful. These so-called collaborative capabilities are analysed here concerning their formation in public organisations. The evolvement of collaborative capabilities is based on the accumulation of past experience, knowledge articulation and knowledge codifi-cation. Therefore the theoretical framework is traced back to the concepts of organisational learning and dynamic capabilities. Since learning processes are central the focus is accordingly on relevant actors and linked processes. Empirical evidence is drawn from a case study of interactive policy-making within multi-level governance settings leading to several conclusions concerning crucial factors for the evolvement of collaborative capabilities.

• Towards a Collaborative Health Care System - Managing the Transformation Process in clinical settings in Switzerland

  Intense collaboration among individuals and teams between as well as within public sector organisations fosters collaborative advantages like cost savings and higher quality in regard to publicIntense collaboration among individuals and teams between as well as within public sector organisations fosters collaborative advantages like cost savings and higher quality in regard to public service delivery. Such collaborative advantages are organisational improvements catalysed by the use of information and communication technologies (ICT) as an enabler of change. Even though intra-organisational and inter-organisational ecollaboration appear to boost efficiency and effectiveness in public service delivery, ecollaboration is still rarely practiced in health care systems. Since many different actors and organizations are involved in the provision of health care services especially during hospitalization the processes within clinical settings are particularly suitable for e-collaboration. This paper analyses the challenges which need to be faced while realising ecollaboration in clinical settings and offers implications on how to manage the challenges. The analysis of electronic collaboration and its role within the public sector is based on a broad literature review. The further effects of e-collaboration in the Swiss health care sector will be analysed using a case study regarding the Swiss health care system. The empirical results described in the paper are preliminary and derive from a research project accomplished at the Institute for Public Services and Tourism at the University of St. Gallen, Switzerland. Based on the theoretical conclusions and the empirical research an overview will be given on factors of success for managing the transformation process in clinical settings. Further research will deepen and concretize the drawn conclusions in this paper. The implications given in this paper will concentrate on identified factors of success for the implementation of e-collaboration.
