ABSTRACT: In this paper, a scheme of applying H.264/MPEG-2 program transcoding on personal video recorder (PVR), home gateway or multimedia server is proposed, which enables PVR to play the H.264 programs. A transcoding architecture which reuses the motion vectors in the source H.264 stream is further presented. Experimental results show that this architecture is more efficient than a cascaded pixel domain transcoder while provides fairly good video quality. To our knowledge, there is no known research on H.264/MPEG-2 video transcoding or its application on consumer electronics.

pre-determined parental viewing control (so called rating control)
information for the ATSC digital TV software design. In this way, the
software operation becomes much simpler. In this paper, the software
implementation of parental viewing control system for ATSC digital
television using this method is also described

ABSTRACT: In this paper, a memory scalable architecture for rate scaling of
pre-coded digital video is proposed. In this architecture, the anchor
frames are compressed and scaled to fit the size of the memory used as
the frame store, and motion compensation is performed in frequency
domain. Its advantages include memory saving and memory scalability
which make it possible to allocated the memory resource according to the
on-line payload of the system in the VOD environment. Therefore, both
high efficiency and flexibility can be obtained in respect of the
utilization of memory. Another problem addressed in this paper is the
rate control of the rate scaling transcoder. As a matter of fact, the
content creation encoding and rate scaling can be regarded as a two-pass
encoding system. In this paper, a rate control algorithm with look-ahead
bit allocation and direct AC DCT bit usage profile tracking is
implemented in the rate scaling transcoder based on the results of the
first pass encoding

ABSTRACT: In this paper, an MPEG-2 to H.264/AVC downscaling transcoder is presented, which supports 2:1 spatial resolution down-conversion. Both the architecture of the transcoder and two schemes are proposed. Several MV composition methods for B-frame are proposed as well. Experimental results show the efficiency of the transcoder. The transcoder can be applied to delivering MPEG-2 DTV programs to mobile phones
