Analysis of Failed States: Some Problems of Definition and Measurement

It has become a common claim that the gravest dangers to world security are no longer military threats from rival great powers, but rather transnational threats emanating from poorly governed countries. Since the end of the Cold War, the international community has become increasingly preoccupied with the phenomenon usually named “state failure”, because state failure causes a wide range of humanitarian, legal, and security problems. Recent examples of failed states are familiar to all of us, from the total collapse of state institutions in Somalia and the disintegration of the former Yugoslavia to the varied crises in Rwanda, Haiti, Liberia, Congo, Sierra Leone, and Afghanistan. But how can we measure or define if a state is a “weak” or a “failed” state? Due to the importance gained by this issue, several international organizations (World Bank, The Fund for Peace) and national institutions (U.S. National Security and the Commission on Weak States, United Kingdom’s Department for International Development) performed several surveys in this respect. This paper aims to identify and to analyze the ways to measure state failure and concludes with commentaries drawn on a contrasting perspective of three most renowned attempts (e.g. the Transformational Index of the Bertelsmann Foundation, the Governance Index of the World Bank, and the Failed States Index of the Foreign Policy Council).

    ABSTRACT: The paper examines state failure in the South Caucasus. First, it determines a general system of 13 categories for analyzing the failure of states. Second, it applies these categories to the three internationally recognised South Caucasian states Armenia, Azerbaijan, and Georgia. The main focus lies on the state monopoly on the use of force in the entire territory of a country. If the government does not fulfil this condition, it faces a lot of severe consequences for many spheres of state performance and societal activity. In the South Caucasus, only Armenia managed to maintain the state monopoly on the use of force. In contrast, the establishment of separatist state entities (Abkhazia, South Ossetia, Nagorno Karabakh) led to the de facto collapse of the Georgian and Azerbaijani statehood. Thus, Georgia and Azerbaijan may be considered as failed states also due to the fact that in the foreseeable future there is no apparent chance to restore their territorial integrity.

    ABSTRACT: Summary Zimbabwe has experienced a precipitous collapse in its economy over the past five years. The purchasing power of the average Zimbabwean in 2005 has fallen back to the same level as in 1953. For people in extreme poverty, a collapse like this translates directly into sickness and death. We conservatively estimate that persistence in the economic shock will cost the lives of at least 3,900 Zimbabwean children per year—about half the infant death toll from HIV/AIDS. The government blames its economic problems on external forces and drought. We assess these claims, but find that the economic crisis has cost the government far more in key budget resources than has the donor pullout. We show that low rainfall cannot account for the shock either. This leaves economic misrule as the only plausible cause of Zimbabwe's economic regression, the decline in welfare, and unnecessary deaths of its children. Zimbabwe's recent economic crisis is so deep that it has set the country back more than half a century.
