Pengaruh Karakteristik Organisasi Terhadap Motivasi Kerja Penyuluh Lapangan Keluarga Berencana (PLKB) Di Kota Medan Tahun 2008

ABSTRACT 08E00724 Program Keluarga Berencana di Kota Medan diarahkan untuk mendukung upaya penurunan angka kelahiran dan angka kematian ibu, bayi dan anak. Keberhasilan program tersebut harus didukung oleh kinerja Penyuluh Lapangan Keluarga Berencana (PLKB) yang tercermin dan cakupan KB dan motivasi kerja PLKB. Data menunjukkan cakupan KB aktif hanya 60%, dan 56% petugas PLKB mendapat tunjangan fungsional serta masih kurangnya kuantitas PLKB dibandingkan dengan jumlah pasangan usia subur di Kota Medan. Penelitian ini merupakan penelitian survey dengan type Explanatory research yang bertujuan untuk menganalisis pengaruh karakteristik organisasi terhadap motivasi kerja PLKB di Kota Medan. Populasi dalam penelitian ini yaitu seluruh PLKB yang bertugas di BKKBN Kota Medan dengan sampel 80 orang dengan kriteria merupakan petugas di 21 kecamatan di Kota Medan, berdinas di BKKBN minimal satu tahun dan sudah mendapatkan tunjangan fungsional. Analisis data menggunakan uji regresi linier berganda pada tarafnyata 95% (? = 0,05). Hasil penelitian menunjukkan variahel finansial (sig = 0,003), afiliasi sosial (sig = 0,035), variabel pengembangan karir (sig = 0,015), sarana kerja (sig = 0,036) dan aspek tugas (sig = 0,020) berpengaruh terhadap motivasi kerja PLKB di Kota Medan. Adapun variabel yang paling berpengaruh terhadap motivasi kerja PLKB di Kota Medan adalah finansial yang ditunjukkan dengan nilai ? = -0,336. Disarankan perlu peningkatan jumlah insentif, perbaikan sistem kerja dengan pcnamhahan jumlah petugas P1.KB guna menyesuaikan kebutuhan secara kuantitas dengan jumlah pasangan usia subur di Kota Medan. The family Planning Program in Medan is directed to support the attempt of minimazing the birth rate as well as maternal, infant and child mortality rate. The success of the program must be supported by the performance of Family Planning Field Extension Workers which is seen from the Family Planning activities and the work motivation of Family Planning Field Extension Workers reported. The data show that the reported active Family Planning is only 60%, and only 56 % of The Family Planning Field Extention Workers have got financial allowance and the number of Family Planning Field Extention Workers less than that productive-fertil of couples in Medan. The purpose of this survey study with explanatory research type is to analyze the influence of characteristics of organization on work motivation of family Planning Field Extension Workers in Medan. The population of this study is all of the Family Planning Field Workers serving for the National Family Planning Coordinating Board (BKKBN) Medan and 80 of them were selected to be the samples for this study under the criteria that they are assigned in the 21 sub-districts of Medan, have been serving for the National Family Planning Coordinating Board (BKKBN) at least for one year and they have received financial allowance. The data were collected through questionnaire-based interviews and the data obtained were analyzed through multiple linier regression test with the level of confidence of 95% (? = 0,05). The result of this study shows that the variables of finance (sig = 0,03), social affiliation (sig = 0,035), career development (sig = 0,0 15), work facility (sig = 0,036) and aspect of duty (sig = 0,020) have influenced on work motivation of Family Planning Field Extension Workers in Medan. The most influencing variable on work motivation of the Family Planning Field Extension Workers (PLKB) in Medan is the variable of financial with ? = -0,336. It is suggested that amount of incentive be increased, work system be improved through a proportional distribution of main and additional duties, and the number of the Family Planning Field Extension Workers be increased to balance need quantity and the number of productive-fertil of couples in Medan.
