ABSTRACT Selama ± 48 tahun program berjalan dampak program UKGS masih kurang memuaskan, dimana status kesehatan gigi dan mulut remaja (usia 18 tahun) diasuransikan masih rendah. The UKGS Program (School Dental Health Effort Program), which has been conducted for around 48 years, is still perceived less satisfactory, as the dental health status of teenagers (18 years old) is assumed still low. The results of SKRT in 1997 showed the prevalence and the degree of caries destructive in the group of 18 years old remained high. they were 83,50% and DMF-T 2,68. The PTI (Performance Treatment Index) based on the SKRT 1995 was 4,52%. These figure described that the child motivation to fill their teeth in order to preserve their permanent teeth was still far from the National target in the year 2000, it was 50%. These conditions has triggered the researcher to find out the factors which influence on it, by analyzing the relation between the dental care behavior and the dental health status, intended to develop the UKGS program at junior and senior high school level (SLTP and SLTA), particularly in Langkat regency. This study was a survey research with descriptive-analytical approach.Using Stratified Random Sampling, 345 students of high school in Langkat Regency have been given the questionares and also examined their dental health condition. The cross sectional and chi square test measurement towards the student behavior, which consisted of knowledge, attitude and practice factors, as well as the dental health status based on the indicators 18 years old. In addition, the health services as supporting data, was measured based on the deep interview result towards 8 persons who responsible for the UKGS program implementation in Langkat regency. The result showed that there was no significant relations between the knowledge factor with the dental health status (p=O,8). The students who had a relatively better knowledge could not motivate themselves to take care of their dental health; therefore, the dental health status of the high school students in Langkat regency was relatively low. It is conducted as the impact of the unsuccessfulness of the UKGS program which has been conducted until present at the elementary school level (SO). It is expected, either Health Local Office or UKGS Program Executor in the Community Health Center (PUSKESMAS), to pay more attention to the importance of the dental health care, especially to the school ages (elementary, junior and senior high school). 04016027 Prof. drg.
