Improving project outcomes through operational reliability: A conceptual model

ABSTRACT The work reported here is part of an on-going research effort concerned with developing a methodology to improve the outcomes of projects involving complex information systems. To facilitate the study, previous research concerned with high reliability organisations (HRO) is examined. An analysis of this literature is used to develop a conceptual model that explains how highly reliable operational capabilities are achieved and maintained. Cases of catastrophic failures are evaluated using this paradigm to illustrate its utility as an analytical research tool and its potential as a systemic framework for evaluating the operational capability of organisations prior to project initiation.

    ABSTRACT: On the basis of literature review on complex project crisis management, it points out the insufficiency of existing complex project crisis management: dispersed resources, lack of collaborative work and weak capacity of dynamic crisis management. It designs complex project crisis management grid system according to the structure of complex project gird elements and complex project crisis management procedure. The system consists of six subsystems: project data management subsystem, subsystem of project components online updating, warning subsystem, collaboration subsystem, statistics subsystem and grid coding subsystem. The functions of every subsystem are described in detail. It puts forward a new method to manage complex project crisis applying grid technology so as to manage complex project crisis effectively in practice. Along with the repaid development of social economy, science and technology, modern projects have demonstrated a series of new characteristics. The most obvious manifestation is the complexity of modern projects increasing: each project consists of more content and higher technical difficulty; each involves wider range of aspects; complex internal and external relationships in a project contact and restrict mutually; any change will cause chain reaction. Complexity makes any new project will inevitably confront with new circumstance and the potential risk factors of the project can not be recognized completely due to the limited cognitive ability of mankind. The modern projects encounter all kinds of crises and the scale of losses caused by crisis is larger and larger, though project risk management technology is improving continuously with the increasing complexity of modern projects and external environment.

It builds a grid-based complex project crisis management system according to complex project gird elements division and complex project crisis management procedure based on grid technology. It explains the functions of each subsystem and explores safety strategies of grid-based complex project crisis management system. It puts forward a new method to manage complex project crisis applying grid technology.
