Welton Chang is a Defense Department analyst responsible for assessing the performance and effectiveness of intelligence programs. Welton served as an Army officer prior to joining the Defense Department. He sits on the board of the John Sloan Dickey Center for International Understanding and is also a Truman National Security Fellow. Welton earned a BA in Government from Dartmouth College and an MA from Georgetown University.
