Mobility study for beginner drivers - development of driving performance and highway use when starting to drive

[more] The study describes the passenger car mobility of beginner drivers in the first year of independent driving, based on extensive survey data. The data were sampled in a nationwide random sampling survey with a single, written questionnaire in summer and a winter campaign. The use of weekly protocols with day-related documentation allows for the consideration of individual time periods (days, weeks months, quarters and the whole first year) and the development of mobility. The study was based on a total of 4 375 questionnaires suitable for evaluation. In addition to the basic data concerning scope and development of driving performance, data on driving goals, passengers, road types driven, driving conditions, motives for driving, characteristics of the car driven, insecurity while driving, traffic offences and their punishment as well as participation in traffic accidents were collected. These data were used to show characteristic forms of mobility and mobility development for the whole sample as well as for subgroups that were arranged by socio-demographic characteristics and the time since obtaining a driving licence. Male beginner drivers drive shorter distances at the beginning of their first year of independent car mobility than at the end of this period. The initial risk concentration, which is known from the analysis of the development of accident risk, is therefore even more severe for men when the kilometres driven are taken into account. Five beginner driver types were determined, based on a cluster analysis taking into account sex, age at the time the driving licence was acquired, city/state and professional field. The relevant risk characteristics (traffic offences, accidents) and risk indicators (weekly mobility, additional motives, driving performance/exposure) were shown. It was found that the common risk indicators (youth-specific weekend mobility, "additional motives") are not sufficient to allow for an appropriate assessment of the traffic risk of beginner drivers.

Among the so-called "obligatory walks" it is the distance to primary school that is very often covered on foot. In their free time children usually play in direct proximity to their homes or they walk to playgrounds or green spaces. But expecially younger children have an increased risk of accidents while walking or cycling due to certain developmental inadequacies with regards to attention, visual perception and physical condition. There are obvious "peaks" in children's road accidents at certain times of the day which give us clear reference to the necessary approaches for preventive measures. For these measures we have to go back to the three classical strategies, the well-known "Three E's" in road safety work: - Education on road safety at home, kindergarten and school, - Engineering with the aim of optimizing urban traffic infrastructures, and - Enforcement in order to exert influence on adult road users. Establishing a network of parents, teachers, municipal traffic planners and the police seems most promising in developing unexplored safety potential for children on the road.

[more] "The aim of this research project was to gather empirical knowledge regarding reasons for dropping out of training and factors jeopardising the completion of training which experience has shown to lead to premature termination of measures in vocational training centres for young disabled people, and to include this in an instrument aimed at preventing young people from dropping out of training. On the basis of an extended study of relevant literature, a structured synopsis was drawn up of reasons for dropping out of training, variables associated with dropping out as well as possible methods of preventing it. It could be demonstrated that premature termination of training need not always be linked with negative consequences for those affected or for society in every case, if advantage is taken of alternative training opportunities. Moreover, there are some terminations of training which constitute 'administrative artefacts', some which are caused by unfore-seeable events and others which are 'wanted' in the well-understood interests of all those involved in the rehabilitation process. These terminations reduce the proportion of premature terminations of training which could be prevented. Nonetheless the experts interviewed attach great importance to preventative measures, although there is general agreement that such activities would have to begin in the run-up to the actual rehabilitation measures or within the framework of the admission procedures, particularly as experience has shown that the danger signs are often visible at this early stage. These findings served as a preparation for the empirical phase in which 100 explorative interviews were conducted with employees at vocational training centres for young disabled people and with people in rehabilitation.
