Dear Bosede Kosemani, firstly you have to decide the target group and which type of manual r u going to write means theory or practical. if you are thinking about practical so you have to choose any software for that and go through that software and operation and functions of that particular software( for example ESRI's products like ArcGIS) and one thing is that open sources or commercial software. if you are going to write manual for theory of GIS then you have to plan the outline of your manual and step to step procedure such as GIS, Definition, Historical development, scope of development, component of GIS, applications, limitations etc.. wish u all d best
