ABSTRACT: This interactive presentation, based on the author's ongoing dissertation research by the same title and experience working for the Colorado Department of Water Resources, will examine a variety of methods for building a more knowledgable public platform from which to launch grassroots actions to better integrate water resources planning and management activities. Some core examples derive from state-wide issues in Colorado, including Interstate Compacts, the Interbasin Compact Committee / Basin Round Table (ICC/BRTs) process, alternative agricultural-to-urban water rights transfer methods, increasing instream and recreational flows, water service provider conservation practices and water rate structure, and the planning, permitting and implementation of large water supply projects. Knowledge-building methods to be discussed will include online knowledge distillation tools, social networking, applications for mobile devices, and practical public engagement and conflict resolution frameworks. Knowledge must be developed to transform belief systems and build skills to allow public actors to more meaningfully organize to better participate in the discussion and resolution of increasingly complex water resources challenges, so the final third of this session will include a full audience discussion of the methods presented, as well as, those being used by other audience members to further this goal.AWRA Summer Speciality Conference, Snowbird, UT; 01/2011 -

ABSTRACT: The useful life of the Larimer county landfill is anticipated to expire within the next eight years. Currently, due to heightened public sensibility and legislative pressure, the process of siting a landfill in the U.S. can take up to a decade. In the Colorado Front Range, siting a landfill is particularly difficult because the mountains to the west restrict development while the population through immigration has nearly doubled in twenty years. Therefore, the focus of this student project was to develop the data and tools necessary to aid decision makers and special interest groups begin to understand the alternatives and tradeoffs in the landfill siting process. All data used is authentic, and the results will be returned to county planners to serve as a guide for further research and information development. Data was collected in a digitized, spatial format to the greatest extent possible to permit geographic information systems (GIS) to be used to narrow the site suitability search. A menu system was developed using ArcView customization tools, the Dialog Designer extension, and AVENUE programming to link the GIS with multi-criteria decision-analysis (MCDA) models and to accept non-spatial user input.ESRI User Conference, San Diego, CA; 01/2000
