  Dear Dimitrios, selecting a set of evaluation criteria can be a multicriteria problem per se. You must remember that the chosen criteria must reflect the values of decision makers and of decision agents. besides, the set of criteria must be complete but non-redundant, and operational. From a very practcal point of view I would suggest that you should try to generate a first set of criteria from your analysis of the problem. Then you could do some (light) brainstorming with some key decision-makers just to check if they are satisfied with that first set of criteria. And you should do this until there is consensus on the best set of criteria for your problem. Beyond the use of any method - such as MAUT, AHP, NAIADE, TODIM, etc, etc - you must structure your problem well. This a crucial step in any Multicriteria Decision Analysis. You can certainly use the web in order to structure your problem and I would advise you to try to work hard not to start too big from the very beginning.   There are in fact three highly interrelated processes related to human decision-making: (1) Decison Aiding (or Decision Support) - this is process by which one (i.e., the Decision Aider or Decision Analyst) tries to help someone, a group of people or an organization in making a decision; here one can use for example the analytical methods of Multiple Criteria Decision Analysis - which I strongly recommend; (2) Decision-Making - this is the process of making a decision having one (i.e. a Decision Aider or Decision Analyst) provided previous and current decision support or not; the variables and factors that intervene in Decison-Making may not be exactly the same these that the Decision Aider or Decision Analyst considered - however, as a general principle they should be the same (neverthless new scenarios may emerge and therefore things may change, of course); and (3) Decision Process - this comprises Decision Aiding and Decision-Making. Multiple Criteria Decision Analysis (also named Multicriteria Analysis or Multiple Criteria Decision Making) is a transdisciplinary science that focus on these three interrelated processes.
