[more] Discutimos aqui as vantagens no estudo da demografia da escravidão em situações com fontes incompletas da modelagem macrodemográfica, que não depende da existência de séries temporais de óbitos ou de nascimentos. Comentamos rapidamente sobre a evolução da demografia histórica em geral, mencionando algumas técnicas conhecidas de reconstituição de populações. Mostramos como o estudo da população cativa e seus descendentes, no Brasil, tem a ganhar pela incorporação de resultados que não existem nas fontes disponíveis, mas podem ter seus contornos delineados através de modelagem macrodemográfica, baseada em parâmetros informados por pesquisas pontuais.

[more] The economic crises of 1929 represented another stage in the series of difficulties faced by sugar producers of Northeastern Brazil since the end of WWI. These regional producers suffered a long process of decline, throughout the decade from 1925 to 1935. Though the Northeastern States used an important political clout to defend their interests, the economic capacity of the State of São Paulo, as reflected in the capitals which chose to invest in sugar and in its local markets for both sugar and fuel ethanol, allowed new mills to be established and old ones to be expanded, during a period of financial difficulties for the industry in the rest of the country. This increase in production capacity leveraged São Paulo’s participation within the system of governmental controls, necessarily reducing a market until then supplied by producers from the North East.

Pioneering multilateralism: the sugar agreements 1864 – 1914

This paper examines the negotiations which led to the Brussels Convention of 1902 for the abolition of subsidies on sugar exports, showing how the practice of multilateral commodity trade negotiations was an outcome of this experience. [more] This paper examines the negotiations which led to the Brussels Convention of 1902 for the abolition of subsidies on sugar exports, showing how the practice of multilateral commodity trade negotiations was an outcome of this experience. Encompassing diverse fiscal systems, these negotiations began a process of pluri-national harmonization of taxation criteria and regulations, which forced changes to national statutes. They also initiated new forms of economic negotiations and coexistence. When war broke out in 1914, undoing agreements and inaugurating a new era of strict government control of economic activities, multilateralism had been established as a conceptual alternative and a practical possibility.

For each of these, two series are constructed: current rates and long-term rates, representing the secular tendency of these exchange rates. The main out-of-trend fluctuations of the mil-reis and the dollar are discussed, as well as the advantage of analyzing fluctuations and trend together. The text includes tables showing rates for all 6 series.

[more] During the six decades which encompass state planning of the sugar and alcohol industry in Brazil, production quotas were possibly the most important instrument for control of its productive activities. Their distribution obeyed rules, which, though general, contained a clear political character, specially regarding their geographical distribution. This text details some results of its allocation, showing how their redistribution, from the North-Northeast to the Center-South region, specially to São Paulo, occured. The evolution of total quotas, number of mills and average quotas per mill between two moments – 1951 and 1980 – are examined, seeking to spell out this movement as correlated to the size of initial quotas.

The subsidies and protection structure of the sugar sectors in the European Union originated from the individual national protection systems, unified with the creation of the Common Agricultural Policy. The COM for Sugars is based on an intervention price quite higher than international prices. To d... [more] The subsidies and protection structure of the sugar sectors in the European Union originated from the individual national protection systems, unified with the creation of the Common Agricultural Policy. The COM for Sugars is based on an intervention price quite higher than international prices. To determine who benefits from this intervention price, production quotas are established and distributed to each Member- State, producer and raw-material supplier. In parallel, levies are charged on sugar produced and tariffs on imported sugar, which contribute part of total funds required to finance these subsidies. The difference is covered by the community budget. The Eu imports sugar from ex- European colonies, paid at the internal EU price and benefitting from import tariff isention. Most of this sugar is reexported refined. There are other “entrances” for smaller quantities of sugar with preferential treatment, used, among others, by Cuba and Brazil. Subsidies and privileges are being contested internally and externally. Negotiations in international fora (WTO, bilateral talks) and preparation for the accession of East European countries to the EU will probably accelerate the reform of the COM for Sugar.

The difficulties to obtain regular and trustworthy data series, which describe the set of demographic characteristics we could consider standard (number of existing persons, births and deaths, distributed by age, sex and social condition, within a certain geographic area) are notorious. [more] The difficulties to obtain regular and trustworthy data series, which describe the set of demographic characteristics we could consider standard (number of existing persons, births and deaths, distributed by age, sex and social condition, within a certain geographic area) are notorious. Lacking all these elements, various statistical techniques or econometric modeling are employed. In situations of lack of systematic data, the results obtained through these methods are not always adequate. This paper presents a demographic model which simulates the evolution of a slave population in two phases: growth led by traffic and vegetative reduction, after the end of such import traffic. The unit of the model is one individual, whose numbers are calculated through continuous functions. The population totals, its subgroups by sex and origin (africans and natives), as well as the dynamic of mortality , fecundity and birth rates, imigration and total variation. In closing, the results are compared to a few historica indicators of population in Brazil and Pernambuco.

[more] Whatever the historiographic attitude adopted, there are certain precautions preliminary to the use of statistics, which cannot be abandoned. To extract readymade series from apparently trust-worthy secondary sources may turn out to be a dangerous procedure. This text compares series of world sugar production commonly found in bibliographies on the nineteenth and early twentieth century. It identifies generic difficulties in sugar statistics and exposes the discrepancies and convergences of 8 series, covering the period from 1820 to 1840. Reference is made to problems created by different measurement units, by the existence of various types of sugar and by series with heterogeneous geographical areas. A genealogy of values among the series becomes apparent. A few errors in published series are also identified.
