[more] Governments in every administrative level in a country are buying technological stuffs (e.g. hardware), office accessories, constructions and services (e.g. software) from various domestic or foreign business firms and private sources to fulfill the needs of citizens and most importantly to accelerate and be productive and efficient in their daily routine and services around-the-clock. In this paper, research is done upon the procurement of web applications and any other technological and non-technological stuff mentioned above by various ministries and top-level administrative bodies in Myanmar. As much as (11) high-level government departments and offices from (9) government ministries in Myanmar are evaluated based on their procurement practices. A group of (14) Critical Success Factors (CSF) acknowledged and verified in the previous researches and literature are also prioritized in accordance with those procurement contracts and implementations of the government offices. A case study is carried out by differentiating the procurement undertakings as ICT and non-ICT sectors so as to spotlight the contribution of procurement success factors during the national e-government development process. In this paper, a modified and advanced fuzzy analytic hierarchy process (FAHP), also known as synthetic extent method, is being applied together with well-structured survey questionnaire, personal interviews and expert opinions. The current research will partly explore the factors influencing the successful technology and non-technology procurement from a developing country’s perspectives. In addition, it will study the interactions among the actors involved in the procurement process and the roles of institutions and organizations will also be observed. In the end, suggestions and policy implications will finally be put forward to the government to pave a pathway for successful public procurement in a developing country.

In this paper, DSS built for the classification among herbal and medicinal plants is discussed. Firstly, plants collected in the Botany Department of a University will be listed. Secondly, the herbal and medicinal plants among those will be picked and their data will be stored. The proposed system collects data of the commonly used herbal plants, classify them and provide the information of traditional and medicinal importance. It is implemented by classification technique in data mining and Java programming.

[more] Communication plays essential role in today’s globalization era. Undoubtedly, its original purpose is accomplished by two language modes, viz. speaking and writing. In Natural Language Processing (NLP), these modes are usually known as speech recognition and text recognition. Each and every Knowledge System (KS), for text recognition, applies and works with the aid of text processing facilities like word processors depending on the application area of the respective KSs. This paper evaluates the relative performance of the Grammar Checkers (GC) of widely-accepted processors by specifying problem areas. In addition, this paper proposes a better Checker model avoiding the language errors and the irrelevancies found during the analysis.
