I feel that the input quality of students entering Engineering institutes depends upon the following factors based on my personal experiences:
1. Readiness of the students for engineering studies.
2. At times students are forced to take up engineering studies due to the the optimism and enthusiasm of their parents; not taking into account the aptitude of their son/daughter. However students still get admission as marks scored in the qualifying exam are not the only criteria for securing admission. Many a times students secure admission by taking advantage of various quotas say for e.g., minority quota as is applicable in some institutes; or by say resorting to paying donation for securing admission.
3. At times the marks scored by students in the qualifying exam are high thereby creating an impression in this marks based system that they will be able to perform well in engineering studies; but many of the students have not understood the concepts well even though they happen to have scored high marks in qualifying exam by resorting to scoring tricks. Such students are miserable failures many a times. Clearing the concepts is possible at later stage only upto a limited extent.
4. Marks based or score based admission system is not reliable. Further screeing has to be done to ascertain that the student will be capable of successfully completing the studies in order to avoid disappointment at a later stage.
