If we have electrostatic field E and magneto static field B in space, then is it possible to have propagation of electromagnetic energy?

Electrostatics ( or magnetostatics) means that the sources of the field have been out there for a long time and that the field permeates all space without due regard to the fact that action at a distance takes place with a certain speed. However, if a charge is created at t=0 then we are talking about a step function in time and this means that we will have a transient condition in which energy will propagate as an electromagnetic field. You can also think of switching a direct current on a transmission line in the same way. As an example you can look at the book of Dearholt and McSpadden (Electromagnetic wave propagation) McGrawHill 1973, Chapter 4.
